6 contracts in 6 minutes by digital signature: the end of the bureaucracy?

Tiit Anmann, CEO of the Estonian company signwise, has a special interest in 1. May, also in Estonia a holiday, arranged with me to show me his electronic signature and the most important eServices of the Estonian government - so important is its distribution.

Digital signature in 6 countries

The digital signing system has already been successfully used in six countries: alongside Estonia, the neighbors are Latvia, Lithuania and Finland, Switzerland and Azerbaijan. Others will follow. Theoretically, according to Kiefer, it is possible in this way to conclude six contracts in six different countries in six minutes.

It also does not bother me when I have his Gmail account as well as his login to the Estonian eServices movies. It is not such private data, he says.

Company founding in 18 minutes

And then, the efficiency of the Estonian online bureaucracy from eHealth, the electronic health care, eSchool, the electronic class book to taxation and contract handling.

These services make the Estonian bureaucracy incredibly efficient: An average cabinet meeting, I learn during a visit there, takes only 45 minutes instead of the previous four hours, because ministers no longer spend hours on file, but find everything online. The tax return should take only a few minutes. And the record for starting a business is 18 minutes - no wonder Estonia is considered the European country with the most startups per capita.

The question of data protection

When I asked about data protection, I also hear from Tiit Anmann, which I somehow always get to hear in Estonia when I ask about it: That the Germans Gmail and Facebook to use. That the German police also know everything about their citizens.

On the contrary, says Anmann, the Estonians have even more control over their data: for example, they can see if someone has accessed their data without authorization. And they can block or release data for certain accesses - for example, with the health data, which can usually be seen by all treating physicians and pharmacists, which is to ensure optimal treatment - but does not have to.

Transparency reduces corruption

Of course, admits to Mai, there are always stories about abuse. Overall, however, transparency has contributed significantly to the reduction of corruption since the 90ers in Estonia.

“It is always important that there is also social control,” says Anmann. The salaries of the residents and the profits of the companies are not yet public. “It will go there and that is in terms of that Company also makes sense, ”predicts the entrepreneur.

Security by Guard-Time

E-Government is supported by Guardtime, a company that now holds 21 patents. For the Guard-Time founder Martin Rubel, the issue of Digital Society is the largest growth sector with 30 million dollars annually.

GuardTime works as a kind of shield for the e-governor. One reason for this idea was the dos attack, which was exercised a few years ago on the system. Rubel says: There is no complete security and the greatest danger comes from insiders like Edward Snowden.

For US Government and China

Guard-Time works for both the US government and the Chinese government. "We don't see any of this data," says Rubel, "it's just algorithms, pure mathematics," he says and concludes: "You don't have to trust companies like us, we don't have any access to the data."

The log file is checked every 5 minutes to rule out possible cyber attacks. "If there is one Error in the system, "says Rubel," we can see that something is going wrong, but we don't know what. "
